Amateur Club and Military Recreation Station Licenses

The Central Alabama VEC Inc. is an authorized Club Station Call Sign Administrator (CSCSA) as designated by the Federal Communications Commission ref Public Notice DA-25766 .  A CSCSA is an amateur radio organization that has agreed to provide voluntary, uncompensated, and unreimbursed services for processing applications.

Amateur Club Station License

A amateur club station license allows members of an amateur radio club to have a station operating under a club call sign. The license is granted only to the trustee of the club. It conveys no operating privileges.

To attain a Club station license , a club must have the following

  •   A name
  •   A document of organization (constitution)
  •   Management (officers)
  •   A primary purpose devoted to amateur service activities consistent with the FCC Rules
  •   At least four persons (members, can include officers)
  •   A license trustee designated by an officer of the club
  •   Trustee must hold an amateur service operator license grant. (See Part 97.5(b)(2))
  •   A FCC Registration Number(FRN)
  • Pay a $35 FCC application fee to the FCC via the CORES account associated with your organizations FRN * For new applications and renewals only

Military Recreation Club Station License Grant

A military recreation station license grant may be held only by the person who is the license custodian designated by the official in charge of the United States military recreational premises where the station is situated.  The person must not be a representative of a foreign government.  The person need not hold an amateur operator license grant.  See Part 97.5(b)(3)

How to register for a club station FRN

  1. Go to https://apps.fcc.gov/coresWeb/publicHome.do
  2. Select “Register and receive your FRN“.
  3. Registration Type:  Select “A business“, answer the address question, then select “Continue“.
  4. Under Business Type, select “Private Sector“.
  5. Under Subtype, select “Amateur Club“.
  6. Follow the instructions presented

How to obtain an Official copy of the Trustee’s Amateur Radio License

  1. Point your browser to https://wireless2.fcc.gov/UlsEntry/licManager/login.jsp
  2. Type your FCC Registration Number and Password.( Your FRN and CORES password)
  3. Click on “Download Electronic Authorizations“. (left yellow menu, about 1/4 way down)
  4. Under “Filter by Radio Service”, select your current callsign and click ADD to “Authorizations to Download“.
  5. Click DOWNLOAD at the bottom right.
  6. Select the folder and file name to save your Official Copy pdf file (look for pop-up blocking warnings that will not allow you to see the download link for this step)

How to apply for or make a change to an Amateur Club Station license

(new license, renew license, contact information changes, Trustee changes, etc.):

Make sure you have electronic copies of the following documents.  You will be required to submit them to us as part of this process:

  1. A signed copy of your Trustee’s Official license (a reference copy will not be accepted) Items #2 and #3 below are ONLY required if you are applying for a New License, are Canceling a License, or are Changing the Trustee:
  2. Your club’s organizing document.  Typically, this will be your constitution. 
  3. A copy of recent board of directors’ meeting minutes which identifies your club officers and specifically identifies your club Trustee.

If you have these documents, you should be ready to complete the online form CAVEC will send you an electronic form 605 via DocuSign.  The electronic 605 will be coordinated between your named Trustee and, if this is for a New License, Change of Trustee, or Cancelation of a License, your Authorizing club official (the Trustee cannot also be the Authorizing club official).  Once the completed 605 is received by us, we will submit your request to the FCC. You will receive a $35 invoice from the FCC to pay via the CORES account associated with your organizations FRN for the license.

How to apply for or make a change to a Military Recreation Station license

(new license, renew license, contact information changes, Trustee changes, etc.):

Make sure you have properly identified your “Official in charge of the United States military premises” as well as your “custodian” who will be appointed by this “Official”.  You will need the proper contact information (name, position, email address, and telephone number) for each of these individuals.
